Getting Services and Documents in your Language

The Civil Rights Department (CRD) offers bilingual services and provides some translated documents for people with limited English proficiency.

You may contact our Communication Center and request assistance in a language other than English:

  • Call our Communication Center at 800-884-1684 (voice), 800-700-2320 (TTY) or California’s Relay Service at 711
  • Email contact.center@calcivilrights.ca.gov and we will respond within 3-5 business days.

Unofficial Interpreters

Under the law, state departments may ask that a family member or minor interpret for someone ONLY in an emergency situation, or to obtain non-essential information such as identifying the language that the person speaks.

Having Trouble Getting Assistance in your Language

The Civil Rights Department (CRD) is fully committed to ensuring that all persons accessing its services are provided these services in an appropriate and timely manner. The Dymally-Alatorre Bilingual Services Act requires the CRD to provide effective communication to all people utilizing public services. If you feel the CRD was unable to serve you because of a language barrier, the CRD may be able to provide additional communication assistance that will assist you with the information or services you have requested.

  • Contact our Language Access Coordinator at 844-821-3465 Monday through Friday from 9:30 a.m. to 5:00 p.m. You can leave a recorded phone message, if the Coordinator is unavailable.
  • You can fill out the Language Access Complaint Form and mail it, along with any supporting documents, to the following address:

If the CRD and its Language Access Coordinator do not help you get service in the language you need, you can make a complaint against the CRD by calling the California Department of Human Resources, Office of Civil Rights, at 866-889-3278. Language Access Plan

The purpose of the CRD Language Access Implementation Plan (LAP) is to establish effective language access guidelines consistent with federal and state civil rights laws. The LAP aims to ensure that language and communication access is linguistically and culturally appropriate and provides equal and meaningful access to all in California. The LAP also outlines information, requirements, and action items for CRD to provide equal and meaningful access for LEP individuals, including people with disabilities, in their primary language and in accessible formats.
