How to File a Complaint
There are several ways to file a complaint with the California Civil Rights Department (CRD).
The fastest and easiest way is online via the California Civil Rights System (CCRS) portal.
Complaints can also be accepted through mail, email, and other methods.

Filing online with CCRS
Filing a complaint online using using CRD’s California Civil Rights System (CCRS) is the fastest and easiest method of filing and offers many benefits, such as:
- Self-service appointment scheduling and re-scheduling
- A list of upcoming appointments
- The ability to upload files to your case as needed
- The ability to pause filing and resume at a later time if more information is needed (within 30 days of complaint creation)
To begin filing via CCRS you must register for an account (if you do not already have one) with a valid email address. Once logged in, select the type of intake form to start. The intake form will walk you through each section, asking for the names of parties related to the incident, details of the incident, and the scheduling of an appointment.

Download a copy of a blank intake form below. First select your preferred language and then choose the form that
matches your type of complaint. Should you have more than one type of complaint, complete an intake form for
each type.

The Civil Rights Department can be contacted Monday through Friday from 8 am to 5 pm, except on state holidays. A contact center representative will be able to assist you with filing your complaint and scheduling an appointment with an intake consultant.
