Civil Rights Council’s Repeal of Conflict of Interest Code

The Civil Rights Council filed the repeal of the Council’s Conflict of Interest Code (Section 11005 of Title 2 of the California Code of Regulations) with the Secretary of State on October 9, 2025. The repeal of the separate Conflict of Interest Code is effective as of November 8, 2025. The Council is included in the Civil Rights Department’s Conflict of Interest Code (Section 10500 of Title 2 of the California Code of Regulations).

The Council’s Changes without Regulatory Effect to the Fair Employment and Housing Act Regulations have been approved by the Office of Administrative Law and were filed with the Secretary of State on March 20, 2023. The effective date of the changes is March 20, 2023.

Fair Employment and Housing Council’s Changes without Regulatory Effect to the California Family Rights Act Regulations

The Council’s Changes without Regulatory Effect to the California Family Rights Act Regulations have been approved by the Office of Administrative Law and were filed with the Secretary of State on December 30, 2020. The effective date of the changes is January 1, 2021.

The Council’s Changes without Regulatory Effect has been approved by the Office of Administrative Law and published in the California Code of Regulations, title 2, section 11000 et seq. This rulemaking action only renumbered the Council’s regulations and made technical changes, which are reflected above in the other rulemaking actions and current regulations.
